Phil Feagan

Phil Feagan serves as General Counsel at DNCR, where he oversees all legal matters involving the Department. 

Prior to joining DNCR, Feagan practiced law with a firm in Raleigh and, before law school, served as a policy and communications aide to Congressman David Price (NC-04) in Washington, DC. 

A native of Polk County in the western part of the state, Feagan holds a B.A. and J.D. from the University of North Carolina at Chapel Hill.
